How Citizens Property Insurance depopulation and takeouts work

Citizens is Florida's insurer of last resort, and the state actively moves policies off its books into private carriers. Here's how depopulation works and what a takeout offer means for you.

Citizens Property Insurance Corporation is Florida’s government-created insurer of last resort, established under Fla. Stat. § 627.351(6). It exists to cover homeowners who cannot find coverage in the private market. Because a large Citizens is considered a risk to the state, Florida runs an ongoing depopulation program to shift policies back to private insurers.

What “depopulation” and “takeout” mean

The framework and consumer-choice rules around these transfers live in § 627.351(6) and related provisions. Citizens and the Office of Insurance Regulation approve which carriers participate and which policies are eligible.

The eligibility angle you should know

Citizens eligibility is tied to whether comparable private coverage is available and how its premium compares to Citizens’. In general, if an approved private carrier offers coverage within a defined premium range of your Citizens renewal, you may become ineligible to stay with Citizens. The exact thresholds are set by statute and rule and can change, so verify the current numbers rather than relying on older figures.
