20 new insurers have entered Florida since the 2022 reforms: the reciprocal-exchange wave, explained

July 23, 2026 · HurricaneLaw.Pro · FL · NOT LEGAL ADVICE

Florida regulators say 20 property carriers have entered the market since the 2022-2023 reforms, many of them a newer structure: the reciprocal exchange. Here's what that means for your policy and your claim.

Florida’s Office of Insurance Regulation reports that 20 new property and casualty insurers have entered the state since the historic 2022-2023 reforms, bringing over $850 million in new capital. A large share of the newest entrants are reciprocal exchanges, Ovation, Orange, Manatee, Condo Owners, Tailrow, Trident, and others.

What a reciprocal exchange is

A reciprocal is an unincorporated association of policyholders, called subscribers, who insure each other. Members pool their premium to cover each other’s losses, and the operation is run by a management company called an attorney-in-fact. You are both an insured and, technically, part-owner of the risk pool. It is a different legal structure than a traditional stock or mutual insurer, though for claim purposes you still file, adjust, and dispute the same way.

Why it matters for your claim

If a Citizens takeout moved your policy, confirm the new carrier, pull your new declarations page, and file with the company that now holds the risk. Our carrier dossiers cover the newer Florida writers, NAIC number, official contacts, and how to push back on a denial.

General information, not legal advice, laws and policies vary and change. Confirm current statutes and your own dates with a licensed attorney before acting.
