The belt-and-suspenders closure, in the carrier’s own response language: the covered damage does not reach the hurricane deductible, and some of the damage is not covered at all. Two grounds, each sized to survive the other’s failure.
The structure rewards a specific counter, because the two grounds interact: every dollar the carrier moves from not covered to covered also moves toward the deductible threshold. A letter running both arguments has to win both, and the excluded portion is where the analysis is usually thinnest, a line-item exclusion call made inside a scoping estimate rather than a reasoned coverage determination. The response splits them apart in writing: which items are excluded, under which policy language, and what the covered scope totals once the exclusion calls are tested.
