Three sentences, and the second and third contradict each other. The claim is pending the plumber’s report. The claim is denied.
A determination that is waiting on a document is not a determination. The letter identifies exactly what it lacks, and it is specific: the cause of loss, and the rate and flow of the water release. Rate and flow is the sudden-versus-gradual question, which is the whole coverage issue in a water claim. So the carrier has named the evidence that would decide the case and closed the file before receiving it.
Lack of documentation is the stated ground, but the letter does not say the insured failed to provide anything. It says the investigation indicates a lack of it. Those are different: one is a failure to cooperate, which is a policy condition with consequences, and the other is an incomplete file, which is the insurer’s own to complete.
For a policyholder, the useful feature is that the missing item is named. Produce the plumber’s report with a cause of loss and a description of rate and flow, and the stated basis for the denial no longer exists.
